Sorry, I can't really be a good commenter because everything you wrote seems good within the bounds of my knowledge. Maybe I would add that you don't want to just "reduce emissions at the lowest possible cost", but also create 'indefinitely' sustainable alternative actions and processes as well, regardless of the impact on immediate emissions reduction.
It is always a struggle to state a goal. It is certainly not "minimize harm" from CO2 accumulation. Is it net zero by 20xx? But why that year? Would NPV be greater if CO2 concentration were further reduced in 20xx+1?
In practice I don't worry because I suppose whatever policy we chose now will be revised as models continue to be refined, new assumptions about costs of different technologies emerge, etc.
